Asan Kasingye Warns Against Abuse of Power After Museveni Banned Police Bond

Former Assistant Inspector General of Police Asan Kasingye has raised concerns over the potential misuse of President Museveni's directive banning police bonds.

In a detailed statement on X, Kasingye warned that some corrupt officers could exploit the directive by criminalizing civil matters such as rent disputes, loan defaults, and land issues.

He explained that these officers might register false criminal charges like obtaining money by false pretenses to detain individuals and extort money from them.

“Before the ‘suspect’ knows what’s going on, he/she is in cells and can’t be given bond. Next is court and prison,” Kasingye cautioned.

He urged police management to monitor officers closely and ensure that only legitimate criminal cases are pursued.

He emphasized the need for thorough and swift investigations to avoid detaining innocent people unnecessarily or overcrowding cells.

Kasingye also called for improved efficiency across the criminal justice system. He criticized the inconsistency of some magistrates, particularly in upcountry districts, who work irregular schedules.

“Courts must double their work. Some magistrates report when they so wish, working only a few days a week,” he noted.

He further stressed that implementing the directive should respect the rights of citizens and adhere to the rule of law.

“The order must go hand in hand with the respect for the rights of others and the rule of law.” he added.
