How Former PS Geraldine Ssali Ended Up in the Cold After Being Fired by Museveni

Geraldine Ssali’s career took a sharp turn when President Yoweri Museveni dismissed her as Permanent Secretary of the Ministry of Trade, Industry, and Cooperatives in July 2024.

Her removal came after accusations of mismanaging public funds and breaking financial rules, leading to her eventual legal troubles and a fall from grace.

The main issue that led to her dismissal was the alleged misuse of 3.8 billion Ugandan shillings meant for Buyaka Growers Cooperative Society Limited.

Ssali was accused of introducing this cooperative for compensation without proper authorization and approving payments in ways that did not follow government financial procedures.

This triggered investigations and, later, criminal charges against her. She was arrested, charged with abuse of office and causing financial loss, and sent to Luzira Prison. In her defense, she asked for bail, citing her responsibilities as the sole caregiver for her children and elderly parents.

Ssali’s troubles did not start in 2024. In 2023, she faced criticism for using 8 billion shillings intended for office rent on renovations for ministry offices at Farmers House without approval.

She was also accused of spending 2 billion shillings on used vehicles for ministry officials. These actions raised questions about her judgment and ability to manage government resources responsibly.

Before joining the Ministry of Trade, Ssali worked at the National Social Security Fund (NSSF), where she served as Deputy Managing Director.

Her time there was controversial, with the board deciding not to renew her contract in 2017 due to conflicts with the Managing Director and concerns about her conduct.

After her dismissal and subsequent legal battles, Geraldine Ssali’s career took a severe hit. Once a top government official, she now faces challenges that have left her sidelined and struggling to clear her name. Her story highlights the consequences of financial mismanagement and the pressures of holding high office in Uganda.
