Museveni Under Pressure to Sack Uganda's Attorney General


Uganda Law Society (ULS) President Isaac Ssemakadde has written to President Yoweri Museveni, urging him to take immediate action against Attorney General Kiwanuka Kiryowa.
Ssemakadde accuses Kiryowa of using his office for personal gain and exposing the government to massive financial losses.
In his letter, Ssemakadde reminds Museveni of his duty as head of state to uphold the rule of law. He cites legal provisions from the Constitution and other laws, emphasizing the need for accountability in government offices.
He alleges that Kiryowa has enriched himself through questionable deals involving the Departed Asians Property Custodian Board (DAPCB).
According to Ssemakadde, the Attorney General now owns 300 prime properties in Kampala, Jinja, and Mbale, acquired under suspicious circumstances. He wants the President to direct the Criminal Investigations Directorate (CID) and the Inspectorate of Government (IGG) to probe these acquisitions.
Ssemakadde also raises concerns about the judiciary, claiming that appointments to key positions are being sold to the highest bidder.
He alleges that candidates must pay Shs200m for Supreme Court and Court of Appeal positions, Shs100m for High Court, Shs35m for Magistrate jobs, and Shs20m for State Attorney positions. He argues that Kiryowa is aware of this but has done nothing to stop it.
The ULS President further claims that the Attorney General influences judicial decisions through the office of the Principal Judge. He says judges who insist on making independent rulings face controversial transfers.
Additionally, Ssemakadde alleges that Kiryowa used Shs1.5bn from the Attorney General’s chambers to manipulate the ULS elections, securing his victory as President last year.
He now wants Museveni to fire Kiryowa, investigate his wealth, and scrutinize the consent judgments that have cost the government billions since he took office.
