STOP IT IMMEDIATELY: Nabbanja Warns Minister Babalanda Over Irregular RDC Postings

As we the country gears up to the 2026 elections, several politicians tend to start greeting and saying hi to the people they haven’t greeted for years simply because they’ll need their votes. This is the case with presidency Minister Babirye Milly Babalanda who after receiving negative reception in Jinja City opted for a village constituency in Budiope West.

She has used her powers as Minister for presidency to seek relevance while using the president and the Kyabazinga to buy popularity in Buyende. Influencing the Kyabazinga’s 10th Coloration universally to be taken to Buyende district last year. She also in her docket took the World Aids Day Commemorations in Buyende where Museveni was the chief guest.

Babalanda gained political fame from the Office of the National Chairman (ONC) in Kyambogo with the current Deputy Presidential Press Secretary Hajji Kirunda Faruke. However, upon being appointed minister for presidency, Babalanda who supervises RDCs fired several senior RDCs in 2022 and appointed majority from Busoga including her daughter and the father to her daughter.

The Minister for presidency Babalanda used the position to post her daughter Nakawala Naome to Mbale City as Deputy RCC. Her lover Mr. Mawerere Peter who is the father to Nakawala was also posted to Kayunga as Deputy RDC amidst claims that several of the RDCs, Deputy RDCs and Assistant RDCs had to pay bribes to be appointed.

In a short but hard hitting letter dated January 20th 2025 addressed to Babalanda, prime Minister Robinah Nabbanja has warned her and her colleagues in the presidency to stop usurping the presidential powers of appointing, posting and firing of RDCs and their Deputies.

According to Nabbanja, it’s only the president who has such powers as enshrined in the constitution of the republic of Uganda in articles 99 and 203. The Prime Minister in her letter which is even copied to the President says that she has had several complaints about Babalanda and her team but she sought it wise to warn Babalanda before such issues are escalated.

“I have received several concerns from the Resident District Commissioners, Resident City Commissioners and the General Public over transfer of RDCs and RCCs by the Minister for Presidency….I find this irregular because the mandate to appoint and transfer RDCs and RCCs lies with H.E. The President as stipulated under Articles 99 and 203 of the Constitution of the Republic of Uganda”-reads the letter in part

Sources privy to this matter also suggest that it’s not only Babalanda in trouble but the Deputy PPS Kirunda Faruke and the Head of Human Resources (HR) in the office of the Presidency Herbert Atuheire are being investigated for overstepping their mandates and misusing their offices.
