KCCA Challenges Parliamentary Land Disposal Resolution

KCCA’s special council sitting has seen Kampala City Lord Mayor Erias Lukwago raising serious concerns in regard to a controversial land disposal passed by parliament. The resolution was signed by only 12 out of 35 committee members with the legal validity of the resolution being question.
“A couple of weeks ago, the City Executive Committee (CEC) was utterly shocked to learn through the media that Parliament had made a resolution allowing KCCA Management to lease PLOTS; 406 Namirembe, M880, Off Spring Road; M73, Old Kira Road; 02, Kenneth Close - Kamwokya, M69 and M70 Lugogo,” said Lukwago.
“Upon receipt of the aforementioned information regarding that revulsive development, the City Executive Committee convened an urgent meeting on 1st July 2025 to receive the details of the aforesaid impugned transaction from KCCA management,” Lukwago added.
The issue originated in 2012 when the Rt Hon Deputy Speaker of Parliament, Thomas Tayebwa, acquired a lease on a plot located on a drainage reserve in Nakivubo on terms contrary to KCCA guidelines. Kampala land board allegedly by initially granting the lease, causing KCCA to resolve the issue through a land swap.
The Lord Mayor intends to meet with Tayebwa and Former Kampala District Land Board Chairperson Hon. Yusuf Nsibambi on this matter.
“We intend to interface with Tayebwa, even if it requires having a meeting at his chambers in parliament, my team will go there and conduct a meeting so that we can give him the right to a fair hearing,” said Lukwago.
The Lord Mayor further elaborated that they desire to understand “how the honourable Tayebwa was defrauded by the district land body” and how they ended up with a land swap deal “without the involvement of critical organs of KCCA, like the office of the Lord Mayor, the state executive committee, as well as the council.”
