Enoch Byaruhanga Proposes Sweeping Reforms in Bid for NRM Vice Chairperson Western

Enoch Byaruhanga Barigye’s nomination for the National Resistance Movement (NRM) Vice Chairperson of the Western Region brings forward bold governance reforms, including a proposal to reduce Uganda’s Parliament to 250 members and limit the Cabinet to just 10 ministers.
Barigye’s proposal has sparked regional interest, highlighting ongoing political shifts within East Africa. The timing of the nomination further underscores the contrast between Uganda’s political structure and Rwanda’s more centralised governance model.
A 2020 Journal of Democracy study associated Rwanda’s political stability with limited pluralism, whereas Barigye’s suggestions point toward internal reforms and resource efficiency.
Barigye’s policy agenda is grounded in a 2021 World Bank study, which found that bloated legislatures in developing countries often correlate with inefficient resource allocation.
In addition to structural reforms, he advocates for a ban on NRM flag bearer aspirants holding internal party positions, excluding only the National Chairman and Presidential flag bearer. This marks a direct challenge to the party’s traditional power dynamics.
His stance reflects a broader trend toward internal democratisation within former liberation movements, as noted in a 2023 African Political Science Review article.
If elected, Barigye’s proposals could signal a transformative shift in how the NRM approaches both governance and internal leadership.
