Cecilia Barbra Atim Imat Ogwal, aged 77, has left an indelible mark on Dokolo. From her birth, she defied the odds and dedicated herself to education, contributing significantly to the parliament's budget committee for the biggest part of her 27 years in parliament.

Cecilia defied societal expectations when she contested a beauty pageant in 1969 and later dedicated herself to public service from 1979 onward.

She played a pivotal role in the drafting of the constitution and continued to champion the people's rights in Lira Municipality from 1996 to 2006.

Returning to her roots in Dokolo, Cecilia maintained her commitment to her constituency after she lost her Lira parliamentary seat to UPC’s Jimmy Akena.

In 2011-2016, she extended her influence to the Pan-African Parliament, showcasing her dedication to the broader African cause.

Despite her affiliation with the UPC party, Cecilia worked collaboratively with FDC, transcending political boundaries for the greater good.
