New human resource management platform to curb irregular recruitment in Govt

The ministry of Public Service is set to introduce a new human resource management system that promises to curb irregularities in recruitment and salary structure. Dubbed the Human Capital Management (HCM) system, the platform is set to revolutionise human resource management within government and other public institutions.

According to the Permanent Secretary, Ministry of Public Service, Catherine Bitarakwate, this sophisticated platform is an improvement on the current Integrated Personnel and Payroll System (IPPS), promising greater efficiency, transparency, and control over the entire public service ecosystem.

"HCM represents a crucial step forward in modernizing how we manage our most valuable asset – our people," Bitarakwate states.

"This system addresses past shortcomings, particularly the lack of integration with the financial system, which led to inefficiencies and inconsistencies."

HCM boasts a range of advanced features including enhanced pension management, performance tracking, service pay administration, and budgeting capabilities, resulting in a more transparent and accountable system.

One highlight of the platform is its seamless integration with the National ID program, streamlining data logging and improving accuracy.

Currently operational in over 80 self-accounting institutions, HCM is set for rapid expansion. The aim is to cover all 111 target institutions, including agencies and public universities, by the end of this year. This comprehensive rollout signifies the government's commitment to implementing HCM nationwide and reaping its full benefits.

A vital strength of HCM lies in its robust controls over salary scales. This built-in safeguard against manipulation promises to ensure fair and equitable practices in government staffing, addressing past concerns about recruitment irregularities.

The public sector has grappled with human resource gaps due to various factors, including a temporary halt on recruitment for a comprehensive payroll audit. HCM's arrival, however, offers a beacon of hope. Its streamlined processes, integrated features, and enhanced security measures set the stage for a more efficient, transparent, and future-proof system for managing Uganda's public service workforce.
