Cabinet announces new system to fast-track civil servant salaries

President Salva Kiir chairs an extraordinary meeting of the Council of Ministers in Juba on Tuesday, December 23, 2025, to discuss key peace agreement amendments.

The Council of Ministers has announced the establishment of a specialised payment mechanism designed to expedite the clearance of salary arrears for civil servants and the organised forces.

According to the Office of the President, this directive mandates the Ministry of Finance to begin immediate remittances, offering a critical lifeline to thousands of public sector workers across the nation.

Addressing the media, Minister of Cabinet Affairs, Dr Martin Elia Lomuro, on Tuesday, December 23, noted that this mechanism is a priority to ensure the stability and morale of the public workforce.

The statement stated that this system will enable the Ministry of Finance to begin the urgent remittance of salaries and accumulated arrears to both civil servants and members of the organized forces.

This is not the first time the government has promised to clear salary arrears for civil servants and the organised forces.

In a separate development, the cabinet also sounded the alarm on the “Health Sector Transformation” project. Originally funded by the World Bank and international partners, the initiative is now under threat due to a slowdown in global financing.

To prevent the collapse of essential health facilities, the Council deliberated on increasing the government’s financial stake in health projects, shielding the sector from external funding volatility to ensure medical services reach citizens nationwide.

Dr. Lomuro further confirmed that the meeting served as a forum for various ministerial clusters to present memos on “critical matters” ranging from security to economic reform, all of which were scrutinized to ensure alignment with the government’s 2026 objectives.
