KCCA Tightens Supervision on Kampala Road Works

Kampala Capital City Authority (KCCA) has intensified supervision of ongoing works under the Kampala City Roads Rehabilitation Project (KCRRP), with renewed focus on construction quality, public safety, and proper utility management.

During an inspection tour on Wednesday, KCCA Deputy Executive Director Benon Kigenyi directed utility service providers to immediately stop stringing cables on overhead poles and instead utilise the underground ducts provided along upgraded road corridors.

“All utility lines must be relocated into the provided ducts. We are phasing out telecom poles to improve safety and urban order,” Kigenyi said, noting that the infrastructure has been installed at no cost to service providers.

He expressed concern over safety lapses atseveral construction sites, particularly exposed manholes and inspection chambers, which he said pose risks to public safety.

At two separate locations—near the railway crossing bridge in Nakawa and at Port Bell in Luzira—Kigenyi halted works and instructed contractors to immediately seal the open chambers before continuing with construction.

“That is why we carry out these inspections, to ensure there are no gaps and that such issues are addressed promptly. Safety is not negotiable,” he said.

Contractors at both sites promptly mobilised materials and secured the exposed chambers following the directive.

Kigenyi also ordered the urgent clearing and flushing of drainage channels that had become clogged with silt, warning that blocked systems could lead to flooding and damage to road infrastructure. Contractors committed to addressing the issue.

He further emphasised the need for continuous monitoring and coordination between KCCA engineers and contractors to ensure timely correction of any defects and adherence to standards.

At the time of inspection, asphalt works were ongoing in parts of Kitintale, while landscaping activities were being carried out on road islands and shoulders in other sections of the project area.

The Port Bell Road works are part of more than 30 roads being upgraded under the KCRRP, funded by the African Development Bank. Other roads under the programme include Old Port Bell Road, Spring Road, Fifth Street, Sixth Street, Seventh Street, Eighth Street, Kabega Road, Old Mubende Road, and Sentema Road, among others.
