Fresh details obtained by ChimpReports indicate that a police officer attached to Speaker Anita Among opened fire on a female motorist after she allegedly blocked a convoy linked to the Speaker along Mackinnon Road in Nakasero.

The incident, which occurred at around 3:00pm on Thursday, has since left the unidentified woman nursing a gunshot wound to the hand.

According to information emerging from police sources, the motorist had just left prayers at All Saints Cathedral and was driving her Toyota Harrier (UBQ 038A) when she entered a high-security stretch near the Speaker’s residence.

Security personnel reportedly ordered her to give way to the approaching convoy.

However, she is said to have failed to comply, effectively obstructing its movement and triggering a rapid response from the armed officer on duty.

In the tense moments that followed, Corporal Humphrey Muhanguzi, a counter-terrorism officer deployed at the residence, released a bullet that struck the driver.

He was immediately disarmed and arrested. He is currently detained at Wandegeya Police Station as investigations continue.

The firearm used in the shooting has been recovered, and the victim’s vehicle impounded as evidence.

Kampala Metropolitan Police spokesperson Rachael Kawala confirmed the shooting, though she said details were still being established.

“It is true there was a shooting. She was driving a Toyota Harrier UBQ 038A. She was shot by a police officer. I don’t have all the details right now,” Ms Kawala said.

Parliament’s account

Parallel accounts from Parliament point to a brief confrontation before the gunshot. Spokesperson Chris Obore said the driver reportedly insisted on using the road despite being advised otherwise, leading to an altercation with the officer.

The Speaker was not at her residence when the incident occurred.

“While en route from Bukedea, where she had attended a family event, the Kampala Metropolitan Police informed the Rt Hon Speaker about an incident that had occurred near her residence,” said Sabiti Joseph, her Principal Press Secretary.

He said that upon her return to Kampala, Ms Among reached out to the victim’s family to express sympathy and offer support for medical treatment.

“She remains in close contact with the family and is actively monitoring the victim’s recovery,” Sabiti said, adding that the Speaker has directed police to expedite investigations and provide accurate information to the public.

However, the Parliament account has raised fresh questions.

While officials suggest the driver’s refusal to give way and insistence on using the road triggered the confrontation, the public is asking whether the circumstances justified the use of live ammunition against an unarmed civilian.

The explanation also does not address kwhether standard non-lethal measures were attempted, or why a traffic-related standoff escalated so quickly into gunfire
