Ibanda Residents in Fear After Alleged Poisoning of Community Water Dam

Residents of Ryakashankara Cell in Kashangura Ward, Kagongo Division, Ibanda District, are living in fear after accusing a fellow resident, Samuel Kihiira, of allegedly contaminating a community water dam with poison and blocking them from accessing the water source.

The incident has sparked tension in the area and attracted the intervention of the office of the Resident District Commissioner (RDC), with local leaders calling for calm and dialogue to restore harmony among residents.

According to residents, the dam has for decades been a major source of water for the surrounding community, serving hundreds of households that depend on it for domestic use and livestock.

“We were shocked to hear that poison had allegedly been put in the dam. People here depend on this water for survival, and many families are now stranded because they have nowhere nearby to fetch water,” said resident Mugyisha Kakuru.

Another resident, Nyabucurera Specioza, said the closure of access to the dam has forced many residents to walk long distances in search of water.

“This is the closest and most reliable water source we have had for years. Women and children are now suffering because they have to travel long distances looking for water,” she said.

Local Council One Chairperson Steven Twesigye explained that the community has been using the dam since 1980 without major conflicts.

“This dam has helped residents for more than four decades. People have peacefully shared this water source for many years, which is why the community is concerned about the current situation,” Twesigye said.

However, Samuel Kihiira, the owner of the land where the dam is located, denied allegations that he poisoned the water. He insisted that the dam is on his private property and maintained that he has a right to decide how his land is used.

“I have never knowingly put poison in the dam. People are making accusations without evidence, yet this is my land and I also have rights over it,” Kihiira said.

The Assistant RDC for Ibanda District, Gordon Byayesu, intervened in the matter and urged Kihiira to allow residents continued access to the water source as authorities investigate the allegations.

“We are appealing to all parties to remain calm and act responsibly. Water is a basic necessity, and there is need for humanity and cooperation as we work toward resolving this matter peacefully,” Byayesu said.

Local leaders say investigations into the alleged poisoning are ongoing, even as residents continue demanding a lasting solution to secure access to safe water in the area.
