The Officer Oyam Didn’t Want to Lose
Oyam, Uganda | Leaders, security officials and residents of Oyam District have paid tribute to outgoing District Police Commander (DPC) SP Francis Okongo following his transfer to Kabalagala, praising his leadership and contributions to improving security and police-community relations during his eight-month tenure.
SP Okongo’s departure was marked by an emotional farewell gathering attended by district leaders, police officers, and members of the community, many of whom described his transfer as a significant loss to the district.
During his time in Oyam, Okongo spearheaded several initiatives aimed at strengthening police operations, including the establishment of a Police Health Centre II, the introduction of a canine unit and the acquisition of a patrol vehicle to enhance security response.
Speaking at the event, the Officer-in-Charge of Oyam Central Police Station, ASP Levison, described the outgoing commander as a team player whose leadership inspired officers to work with commitment and professionalism. He noted that Okongo had promoted teamwork and discipline among officers and had left behind valuable lessons that would continue guiding police operations in the district.
Oyam District LC V Chairperson Nelson Adea Akar, popularly known as Mogoamoga, commended Okongo for his honesty and dedication to duty.
Although he had worked with the DPC for only about a month, Adea said he had witnessed his commitment to service and collaboration with local leaders. He added that while the district was saddened by his transfer, the move reflected growth in his career and could open doors for further promotion. Adea further revealed that Okongo had assured district leaders that his transfer was a routine deployment and that he would maintain close ties with Oyam.
Resident District Commissioner Sgt. James Shilaku also applauded Okongo’s service, recalling their long-standing professional relationship dating back to their time in Mbale.
Shilaku said the outgoing commander had consistently demonstrated commitment to public service and had worked closely with other security agencies to maintain peace and order in the district.
In his farewell remarks, Okongo said transfers were a normal part of government service and urged officers to remain focused on serving the public diligently. He encouraged police personnel to embrace hard work, strengthen service delivery, and engage in income-generating activities such as farming to supplement their livelihoods.
Drawing from his own experience, Okongo revealed that he had invested in agriculture and would continue visiting Oyam to oversee his farming activities.
He thanked the Officer-in-Charge of the station, district police officers, the District Internal Security Officer (DISO), the RDC, district leaders, and residents for the cooperation that enabled him to serve effectively.
Community leaders also hailed his efforts in restoring public confidence in the police force.
Sam Owili, the LC I Chairperson of Teduka Cell in Oyam Town Council, credited Okongo with improving relations between police and the community while helping to curb crime in the area. Owili expressed concern over the commander’s transfer, saying residents hoped his successor would sustain the gains made under Okongo’s leadership and maintain the same level of commitment to community policing.
As he leaves for his new assignment in Kabalagala, SP Francis Okongo departs Oyam with a legacy of strengthened security structures, improved police-community engagement, and a reputation for dedicated public service.
