Kikafunda Raises Alarm Over Abandoned Muhanga–Bukinda–Kaharo Road Project

Rubanda District Woman Member of Parliament, Hon. Evelyne Ninsiima Kikafunda, has urged the government to urgently rehabilitate and tarmac the 7-kilometre Muhanga–Bukinda–Kaharo Road, saying it has remained in a deplorable condition for nearly four years after contractors removed the asphalt surface and abandoned the project.

Speaking during a plenary sitting of Parliament, Kikafunda asked the Prime Minister whether the government was committed to ensuring that the road is completed and tarmacked as soon as possible. She called on the government to urgently rehabilitate the road or, at the very least, lay murram on the damaged section to reduce accidents and ease transport for road users.

Kikafunda told Parliament that the Muhanga–Bukinda–Kaharo Road was stripped of its tarmac surface about four years ago but has since been left unfinished.

She explained that the contractor removed the existing asphalt layer and abandoned the project, leaving the road in a dangerous condition for motorists and other users. She noted that the road serves thousands of residents and provides a vital link to the Kabale–Mbarara Highway.

The legislator said the deteriorating condition of the road has disrupted transport, increased the risk of accidents, and negatively affected the movement of people and goods. She added that she has personally experienced the challenges while travelling to Rubanda to monitor and participate in government programmes.

Kikafunda appealed to the government to prioritise completion of the road, saying that if immediate tarmacking is not feasible, the damaged section should at least be rehabilitated with murram to improve accessibility and enhance the safety of road users.

In response, the Prime Minister, Rt. Hon. Robinah Nabbanja, who also serves as the Leader of Government Business, assured Parliament that the Minister of Works and Transport would visit the area to assess the condition of the road and determine the most appropriate interventions.

The Prime Minister further noted that the Muhanga–Bukinda–Kaharo Road is among the government’s priority tourism roads and said the Ministry of Works and Transport would take the necessary steps to ensure that the road is improved.
