Uganda seeks AU backing for Muzigo-Morrison’s ICC Judge Bid

Muzigo-Morrison brings more than 30 years of distinguished experience in international criminal law, with expertise spanning International Criminal Court procedures, state cooperation, victim and witness protection, and investigations into complex conflict-related crimes.

Addis Ababa, Ethiopia: Uganda has formally presented Ms. Muzigo-Morrison to the African Union (AU) Ministerial Committee for endorsement as the country’s candidate forthe 2026 International Criminal Court (ICC) Judicial Elections, marking a significant step in her bid to join the world’s highest criminal court.

The Ugandan delegation, led by Minister of Justice and Constitutional Affairs Norbert Mao, made the presentation during a meeting of the AU Ministerial Committee, highlighting the nominee’s extensive experience in international criminal justice and judicial cooperation.

Muzigo-Morrison brings more than 30 years of distinguished experience in international criminal law, with expertise spanning International Criminal Court procedures, state cooperation, victim and witness protection, and investigations into complex conflict-related crimes.

The government said her candidature reflects Uganda’s commitment to strengthening Africa’s representation within international judicial institutions and advancing the continent’s contribution to global justice.

If endorsed by the African Union and subsequently elected during the ICC Judicial Elections scheduled for December 1–17, 2026, in New York, Muzigo-Morrison will serve a nine-year term as an International Criminal Court Judge from 2027 to 2036.

The International Criminal Court, headquartered in The Hague, Netherlands, is responsible for trying individuals accused of genocide, crimes against humanity, war crimes and the crime of aggression where national jurisdictions are unwilling or unable to prosecute.

Uganda has consistently participated in international justice initiatives and has previously worked closely with the ICC on cases involving crimes committed during armed conflicts in the region.

The government’s presentation of Muzigo-Morrison to the AU Ministerial Committee forms part of the African Union’s internal consultation process through which member states coordinate and endorse candidates seeking election to key international positions before the global vote.
