Headmistress, Bursar Arrested Over Alleged Ghost Students at Teryet S.S. Education Crime

The headmistress of Teryet Secondary School, Dr. Justin Yapsoyekwo, and the school bursar, Banis Chebet, have been arrested and detained at Kapchorwa Central Police Station over allegations of inflating student enrolment figures to obtain government funds for non-existent learners.

The two were arrested by a joint security team following allegations that the school’s enrolment was inflated from an actual figure of 147 students to 853, creating 706 alleged ghost students.

Preliminary investigations indicate that, the inflated figures are alleged to have enabled the school to receive about 37 million shillings per term from the government for students who were reportedly not enrolled at the school.

Sipi Police spokesperson, Fredmark Chesang, confirmed the arrest, saying the two suspects are being held at Kapchorwa Central Police Station as investigations continue.

“I confirm the arrest of the headteacher and the school bursar who are currently at Kapchorwa Central Police Station,” Chesang said.

The arrests form part of investigations into suspected abuse and diversion of government resources through manipulation of school enrolment records.

Security sources said the suspects are being questioned to establish how the alleged inflated enrolment figures were generated, who was involved and how the funds received on the basis of the disputed figures were utilised.

Police have not yet disclosed the specific offences recorded against the suspects or whether additional arrests are expected.
