UHRC Boss Accused of Influencing Unlawful Financial Decisions

Appearing before Parliament’s Committee on Commission Statutory Authorities and State Enterprises (COSASE), the Commission Accounting Officer Margaret Lucy Ejang said Wangadya instructed her to approve salary increments and allowances that did not comply with public finance management laws.

Ejang said resisting the directives was treated as insubordination, forcing her to delegate some duties or consider resigning.

The committee chairperson and Kyadondo East MP Muwada Nkuyingi asked Ejang to elaborate on how the funds were illegally spent.

“Lucy alludes to a work relation and a work arrangement where their pressures are from her seniors at work and there is a revelation of money meant for commission activities being paid on accounts of the personal assistant (Pauline Nansamba) of the chairperson”-Nkuyingi

Ejang affirmed that she paid money for foreign travels on Pauline Nansamba personal account, on the directive of Wagandya.

However, Ejang admitted diverting 70 million shillings meant for office partitioning to purchase furniture, when the commission relocating.

She said that because the Commission was supposed to shift to JLOS Building, and the commission was not required not to carry there obsolete furniture but most of the commission furniture were obsolete.

Taking the responsibility for this audit query and with an apology, Ejang said that she took a decision as accounting officer and authorized for the procurement of furniture for the new office outside the legal procedur

“ .…My thinking was that we had just spent over 300 million partitioning Rumee building and we were to dismantle it later………should we put in more money in partitioning which is very, very temporal. I thought it would not be wise to inject more money in partitioning”-Ejang revealed

Nkuyingi, demanded documentary evidence on the procured furniture and directed the Police CID to ensure the protection of Ejang following revelations that she had received life-threatening messages on her mobile phone.

The committee continues with investigations in the matter and next week the accused parties are expected to clarify the matters before the same committee.
