What Killed Uganda Spy Chief Brig Gen Revealed

Brigadier-General Charles Oluka, the Director General of Uganda’s Internal Security Organisation (ISO), passed away on January 30, 2025, after a prolonged battle with heart complications.

He had taken over the leadership of ISO in October 2020, following the tenure of Col. Frank Bagyenda, whose leadership faced criticism for alleged issues with intelligence reports. Oluka’s passing was confirmed by military sources, including Deputy Defence Spokesperson Col. Deo Akiiki.

Sources also reveal that Brig Gen Oluka had traveled abroad last year for medical treatment, accompanied by his wife and personal doctor.

However, tragedy struck on the evening of January 30 after a day of work. Oluka collapsed after returning home for prayers, and despite efforts to resuscitate him, he was declared dead at Doctor’s Hospital Sseguku, along Entebbe Road.

Brig Gen Oluka’s leadership at ISO was marked by significant security operations, most notably his involvement in addressing the Masaka machete attacks in 2021, which resulted in the deaths of nearly 30 people.

His unwavering presence in joint security briefings and commitment to apprehending criminals earned him respect within the security community.

His death has sent shockwaves through Uganda’s military and intelligence services, leaving a notable gap in the country’s security infrastructure. Military sources mourn the loss of a dedicated leader who worked tirelessly for national security.
