The previous Kawempe North by-election has raised significant concerns regarding the actions of security forces. During an NTV morning programme, political analysts expressed their worries about the conduct of security officers, questioning their role in what should have been a peaceful electoral process.
Political analyst Joseph Ochieno was particularly critical of the security deployment, stating, "The security officers at the Kawempe North by-election were not the police. These are individuals who should be looking for Joseph Kony or working on security issues in Congo, not involved in a local election." His comment reflects growing unease about the military's involvement in elections.
Ochieno also questioned the response from government officials, asking, "Where are the ministers? Where are people like Jacob Oboth Oboth, Chris Baryomunshi, and Kahinda Otrafiire? And what about the IGP? What are they saying when soldiers are seen beating up journalists during a by-election?"
These remarks point out the frustration over the lack of accountability for the violence, particularly the assault on journalists covering the event.
Political analyst Timothy Chemonges also expressed concern about the contradictory statements from security leaders. He pointed out confusion over the use of masks by security personnel, urging, "The President should intervene in the issue of masked officers beating people."
Chemonges pointed out that while some security leaders, like Gen David Muhoozi, have said officers should not wear masks, others, such as the Chief of Defence Forces, have stated that it is acceptable. This inconsistency has raised doubts about the professionalism and communication within the security forces.
The events in Kawempe North have brought to light ongoing issues with the use of force during elections and the unclear role of security forces. Many are now calling for reforms to ensure that future elections are conducted peacefully, with greater accountability and clearer security protocols.
