Minister Orders Investigation into Alleged Corruption at Makerere University

The State Minister for Ethics and Integrity, Rose Lilly Akello, has instructed the Inspector General of Government (IGG) to launch an investigation into corruption claims at Makerere University. This follows widespread allegations of bribery, irregular promotions, and unlawful appointments that have sparked public outrage.
The call for an inquiry stems from reports that Vice-Chancellor Barnabas Nawangwe was promoted to a full professorship despite lacking the required academic qualifications. Additionally, accusations of bribery in promotion decisions have surfaced, with a leaked audio suggesting a University Council member solicited bribes to influence staff promotions.
Minister Akello’s letter, dated March 27, 2025, urges swift action and highlights the importance of protecting whistleblowers in accordance with the Whistleblower Protection Act, 2010. The concerns raised have been echoed by academic staff associations and international anti-corruption groups.
The investigation will also probe the continued tenure of Prof. Henry Alinaitwe, who allegedly violated the university’s Human Resource Manual by staying in his deputy vice-chancellor position beyond the allowed 12 months.
This inquiry aims to address growing concerns over Makerere's governance and transparency. Minister Akello has demanded immediate feedback on the investigation's progress.
