With political activity intensifying ahead of the 2026 general elections, Kampala Capital City Authority (KCCA) has announced it will begin enforcing poster fees in line with the recently approved Kampala Capital City Outdoor Advertising Ordinance.

Campaign posters and other advertisements have increasingly covered walls, poles, and public spaces around the city.

Now, KCCA is reminding all advertisers — including political aspirants — to obtain the necessary permissions and pay the applicable fees before placing posters.

KCCA spokesperson Daniel Nuwabine said political candidates will not be exempt from the requirements.

“Those posters are advertising tools and must follow the procedure set out by the Authority. We understand the election season is near, but placement must be done with the required permission,” he said.

According to Nuwabine, anyone intending to participate in the elections must first apply to KCCA for authorisation before displaying posters.

“It is a requirement for whoever wants to put up any advertising tool to seek permission from KCCA, and that permission comes with a prescribed fee — both for the application and the materials being displayed,” he explained.

The enforcement follows a recent KCCA-led operation to remove posters from parts of the city in a move described as "decluttering". However, many new posters continue to emerge across Kampala.

Fees for outdoor advertisements range from Shs 10,000 to Shs 5 million, depending on the size, location, and type of advert used.

Nuwabine said the revenue collected will also support cleanup efforts after the campaign season ends.

Kampala's highly competitive political landscape — from LC1 leaders to Members of Parliament — attracts hundreds of hopefuls each election cycle.

Although official roadmaps from political parties are still being rolled out, early campaign activity is already visible, with posters being one of the most prominent campaign tools.
