Attorney General Clarifies Controversial Clauses in UPDF Amendment Bill

The Attorney General Kiryowa Kiwanuka has appeared before the joint committee of Parliament processing the controversial UPDF Amendment Bill 2025 to provide clarification on some of the controversial clauses in the bill.

The Attorney General's submission aimed to address concerns and misconceptions about the proposed legislation.

One of the key clarifications made by the Attorney General was on the issue of military stores.

"All military stores will clearly be marked with the UPDF logo," Kiwanuka said, dismissing claims that all black shoes and Kaunda suits would be gazetted as military attire.

The Attorney General also clarified that not everyone arrested with military stores commits an offense. "Not everyone arrested with military stores commits an offense, but those without authorization," Kiwanuka emphasized.

Kiwanuka also provided clarification on the circumstances under which civilians would be tried under the General Court Martial. His submission generated a serious debate in the committee.

The bill will criminalize anyone who discloses the specific location of UPDF officers in a war field. This provision aims to protect the safety and security of UPDF personnel.

The Attorney General also made amendments to clause 57, stating that where a person has appealed the decision of the court martial, they will continue serving the sentence until the court of appeal rules otherwise or grants bail.

MP Abdu Katuntu raised questions about the circumstances under which UPDF prosecutors would appear in the Court of Appeal in case of an appeal. The Attorney General's response will likely provide further clarity on this issue.
