The Uganda People’s Defence Forces (UPDF) recently held a sudden press briefing on Martyrs’ Day after a deadly blast happened just 600 metres from Munyonyo Basilica. The army said a woman who was carrying or wearing a bomb died instantly, together with the man who was riding the motorcycle they were using.

Now, information shows that at least six UPDF officers are being looked at seriously over the incident.

The most senior among them is Col Peter Ahimbisibwe, who is in charge of counterterrorism under Defence Intelligence and Security.

Another officer being mentioned is Lt Col Ephraim Byaruhanga, who is the director of special operations in the same department.

Lt Col Byaruhanga is well known in the army, especially for his work in Karamoja. While commanding the 405 Brigade in Kotido, he was in charge of several operations, including collecting illegal guns and reducing violence in the area.

Because of these achievements, he was later promoted to a top intelligence job where he now handles high-level military missions like stopping terror threats and maintaining internal army security.

The report that was read out by Col Chris Magezi on Martyrs’ Day after the bombing is believed to have been put together by the intelligence team under Lt Col Byaruhanga.

Sources say the situation shows that there might be big problems within the country’s security system. As investigations continue, there have already been noticeable changes in the army.

Recently, Maj Gen James Birungi, who had just spent two months as commander of the Mountain Infantry Division, was removed from his position. He has now been sent to Burundi to serve as Uganda’s military attaché and defence advisor in Bujumbura
