Authorities Begin Balaalo Evictions, Move 100 Cattle Peacefully in Madi Okollo

Security forces in Madi Okollo District have peacefully evacuated 100 head of cattle belonging to a Balaalo pastoralist, marking the official commencement of evictions under Operation Harmony, a presidentially mandated initiative aimed at removing non-compliant herders from the West Nile and North West Nile regions.
The exercise, which took place on Saturday, July 20, 2025, was coordinated by the District Security Committee and implemented without resistance or disruption.
Authorities described the operation as a model of calm cooperation between security forces, local leaders, and the affected herder.
Speaking to the press, Superintendent of Police Collins Asea, the Public Relations Officer for the West Nile Region, confirmed the smooth execution of the eviction.
“A total of 100 cattle were voluntarily loaded and transported to Hoima District today as part of the presidential directive to evacuate Balaalo from this region,” said SP Asea.
“We commend the cooperation exhibited by the herder and the local authorities throughout this exercise.”
The pastoralist, whose identity was not disclosed, had been grazing the animals within Okollo Town Council. His voluntary compliance is being held up as an example to others still residing in the region illegally.
SP Asea urged remaining Balaalo herders to follow suit, stressing the government’s preference for a peaceful, coordinated process.
“We urge all Balaalo to comply peacefully. The police and security agencies remain committed to maintaining peace and order throughout this transition process,” he said.
Local residents and community leaders also played a role in ensuring the operation proceeded without conflict.
Police praised their cooperation, noting that public support is vital to the success of Operation Harmony and other peace-building efforts.
The eviction comes weeks after increased tension in parts of West Nile over the presence of Balaalo herders, whose grazing practices have sparked conflicts with local farmers over land use and resource management.
Operation Harmony is expected to continue in the coming days, with more evictions planned across the affected districts.
