Judiciary Launches Annual Performance Report and Electoral Justice Compendium

The Judiciary under the stewardship of Chief Justice Alfonse Chigamoy Owiny - Dollo, today officially launched the Annual Performance Report for the Financial Year 2024/25 alongside a landmark Compendium on Enhancing Electoral Justice.

The high-level event took place at the Supreme Court Building Conference Hall in Kampala, drawing participation from across the judicial spectrum and other key stakeholders in justice administration.

Presiding over the ceremony, Chief Justice Owiny - Dollo emphasised the Judiciary’s unwavering commitment to transparency, accountability, and the promotion of justice, particularly in the context of electoral processes that shape the country's democratic governance.

In her welcome address, the Acting Chief Registrar, Her Worship Lamunu Pamella Ocaya, described the Annual Performance Report as a pivotal accountability tool through which the Judiciary showcases its operational efficiency, transparency, and responsiveness in delivering justice services across Uganda.

She noted that the report reflects a comprehensive review of court and departmental performance during the 2024/25 financial year. It captures details on financial performance, Government budgetary allocations, and support from development partners. Furthermore, it outlines key achievements, milestones, and persistent challenges encountered in the execution of judicial functions.

“The Annual Performance Report is not only a measure of progress but also a mirror reflecting the areas that require focused attention and investment. It demonstrates our resolve to continuously improve justice delivery for all Ugandans,” said HW Lamunu.

A significant highlight of the event was the presentation of the Compendium on Enhancing Electoral Justice in Uganda, delivered by Lady Justice Prof. Lillian Tibatemwa Ekirikubinza, Justice of the Supreme Court. The compendium, a first of its kind, offers critical insights into the Judiciary’s evolving role in resolving electoral disputes and maintaining democratic integrity.

Justice Tibatemwa highlighted that the compendium draws from jurisprudential developments, best practices, and institutional reforms aimed at ensuring impartial, timely, and legally sound resolution of electoral cases.

She emphasised that the Judiciary's role in electoral justice is central to reinforcing public confidence in Uganda’s democratic processes.

In her remarks, HW Lamunu echoed similar sentiments, underscoring that the compendium affirms the Judiciary's mandate to safeguard the rule of law, particularly during electoral periods.

“Electoral justice is a pillar of democratic governance. Through this compendium, we reaffirm our duty to adjudicate electoral disputes in a manner that is fair, efficient, and above all, independent,” she said.

The event brought together a broad spectrum of stakeholders, including Justices and Judges of the Supreme Court, Court of Appeal, and High Court, Registrars, Magistrates, Heads of Department, and representatives from justice-related institutions. It featured both in-person and online participation, enhancing accessibility and inclusivity.

The event was coordinated by the Director of Programmes, who also serves as the Acting Chief Registrar, with assistance from the Judiciary Public Relations Officer, Her Worship Ereemye James Jumire Mawanda.

The dual launch marks a critical step in enhancing institutional accountability and reinforcing the Judiciary’s pivotal role in upholding justice and democracy in Uganda. As the Judiciary continues to modernise its systems and deepen its reforms, both the Annual Performance Report and the Electoral Justice Compendium stand as testaments to the progress made and the commitment to future advancements.

These developments are particularly timely as Uganda prepares for 2026 general elections, where the credibility and efficiency of judicial interventions in electoral matters will be under even greater scrutiny.
