Uganda Police Investigates Hon. Bamwine Quillino Over Alleged Fraud Of 373,000USD
The Uganda Police’s Criminal Investigations Directorate (CID) has launched an inquiry into an alleged case of obtaining money by false pretenses involving Hon. Bamwine Quillino, the Honorary Consul of the Kingdom of Eswatini to Uganda.
According to an official letter dated 21st October 2025 from the Kampala Metropolitan Police Headquarters, the case is registered under reference KMP/GEF/285/2025. Police allege that Hon. Bamwine obtained UGX 372,000,000 (approximately USD 100,000) from Mr. Kakira Joel in two aborted land sale transactions within Kololo and Naguru, prime areas under the Kampala Capital City Authority.
The letter, addressed to the Permanent Secretary of the Ministry of Foreign Affairs, directs Hon. Bamwine to appear before the CID Commander at Room 75, CPS Building, Kampala, on Thursday, 30th October 2025, at 10:00 a.m. to give his side of the story and present any relevant documents relating to the case.
The investigation is being led by Detective Sergeant Mukwaya David James, under the supervision of D/SSP Kule Yona, the CID Commander for Kampala Metropolitan Police. The letter bears official stamps from both the Ministry of Foreign Affairs and the CID Headquarters, confirming that formal investigations have begun.
Background of the Accused
Hon. Bamwine Quillino is a well-known Ugandan diplomat and businessman who serves as the Honorary Consul of Eswatini in Uganda. In recent months, he gained public attention for his role in hosting HRH Prince Sicalo Dlamini and HRH Prince Bandzile Dlamini of the Kingdom of Eswatini during their visit to Uganda. The visit, which coincided with the royal wedding of the Kyabazinga of Busoga, William Wilberforce Kadhumbula Gabula Nadiope IV, was hailed as a milestone in strengthening cultural and diplomatic relations between Uganda and Eswatini.
Bamwine has also been involved in promoting bilateral cooperation, cultural exchanges, and investment opportunities between the two nations. His diplomatic and philanthropic work has earned him recognition in both Kampala and Mbabane.
However, the ongoing investigation now casts a shadow over his rising diplomatic profile. Police allege that the money in question was obtained under false pretenses in connection with failed land transactions — though Bamwine has yet to publicly comment on the matter.
Authorities stress that Hon. Bamwine remains innocent until proven guilty, and investigations are ongoing to establish the facts. The Ministry of Foreign Affairs has acknowledged receipt of the CID communication and is expected to follow developments closely due to the diplomatic implications of the case
