How Ministry of Water and Agriculture blew Shs 1.4b on a Ghost Serere dam

Residents of Aminit Village, Ojama Parish in Kyere Sub-county have raised a protest voice to President Museveni over the unfulfilled construction of a dam in Ojama Parish.

According to the locals, during the 2021 campaign, President Museveni, while at Sapir Primary School, assured the locals that he had finished allocating Shs 1.4b to the two line ministries of Water and Agriculture to construct a dam and stock fish.

However, nothing has been done, and even when the President was campaigning in Serere for the upcoming elections, he did not mention anything related to the dam.

“Mr President, what has happened to the Ojama dam? The team from the Ministry of Water came, including the Vice President, deceiving us that the dam would be worked on, but until now nothing has been done,” said Betty Apolot.

According to Apolot, even after the team finished demarcating where the dam would extend, there has been no single activity that has taken place since the 2021 general elections.

Simon Opolot, another concerned resident, said officials from the two ministries might have eaten the money and accounted for this ghost dam.

“We need an investigation team to come and help us because it is the President himself who assured us that he had given Shs 1.4b to construct the dam, but ever since then nothing is seen on the ground.”

According to the local leaders in Ojama, no one has reached out to explain what could have transpired with the project, yet the President had already assured them that the money was paid.
