President Museveni Commissions PRO Industries Ethanol Plant in Luwero
President Yoweri Kaguta Museveni has commissioned PRO Industries Pte Limited’s ethanol and extra-neutral alcohol (ENA) manufacturing plant in Ndibulungi Village, Luwero District, marking a major milestone in Uganda’s agro-industrial growth.
The state-of-the-art facility positions Uganda as a regional leader in value addition and clean energy production. Speaking at the commissioning ceremony, President Museveni praised PRO Industries for investing in agro-industrialisation and supporting the country’s industrial development agenda.
“This is the direction Uganda must take—adding value to what we produce, creating jobs, and reducing reliance on imports,” President Museveni said. He reaffirmed government’s commitment to lowering the cost of production through affordable electricity and improved transport infrastructure to support industries and workers.
The President was accompanied by the First Lady and Minister of Education and Sports, Maama Janet Kataha Museveni.
PRO Industries Managing Director, Ms. Ridhi Always, said the Luwero facility is the largest ENA and ethanol plant in East Africa, with a daily production capacity of 120,000 litres of extra-neutral alcohol and 35,000 litres of ethanol.
“This plant represents an investment of over USD 100 million and a strong vote of confidence in Uganda’s economy,” Ms. Always said. “We work directly with more than 2,000 farmers in Luwero and surrounding districts who supply maize to the factory, ensuring shared growth at community level.”
Ms. Always also highlighted Uganda’s upcoming ethanol blending programme, which will require ethanol blending in all petroleum products sold nationwide starting January 2026.
“Ethanol blending will significantly reduce the country’s petroleum import bill while promoting cleaner energy and environmental sustainability,” she noted, adding that the initiative aligns with Vision 2040 and the Biofuels Act, 2020.
She thanked the government for maintaining peace, security, and a stable policy environment that continues to attract long-term investment.
The commissioning of the PRO Industries plant underscores Uganda’s push toward industrialisation, energy security, and inclusive economic transformation driven by value addition and local participation.
