Electoral Commission warns public against unauthorized voters’ information website

KAMPALA – The Electoral Commission (EC) has issued a public warning against the unauthorized use of voters’ information, cautioning Ugandans to avoid a website operating under the name www.registry.ugtally.com, which it says is not affiliated with the Commission.

In a press release dated December 31, 2025, the Electoral Commission Chairperson, Justice Byabakama Mugenyi Simon said it had become aware of the website, reportedly operated by an entity known as FANON, which is being promoted as a platform to help members of the public locate their voter registration details and polling stations.

While FANON has publicly stated that it is not affiliated with the Electoral Commission or any political party and claims its activities are purely civic in nature, the EC stressed that the website is unauthorized and has no connection to the Commission.

The EC further clarified that FANON has never applied for nor been accredited as a voter education civil society organisation. It added that the responsibility of setting up systems that enable voters to digitally locate and verify their voting locations lies exclusively with the Electoral Commission.

The Commission warned that the unauthorized website may contain misleading or inaccurate information and could pose risks to users who interact with it. Members of the public have been advised not to visit the website, submit personal information, or engage with its services. The EC noted that it will not be held responsible for how any information submitted to or accessed through the site is used.

Citing Articles 60 and 61 of the 1995 Constitution, the Electoral Commission emphasized that it has the sole mandate to compile, maintain, revise, and update the National Voters Register. It warned that any unauthorized access, hosting, use, or distribution of voter registration data constitutes an offence punishable under the law.

The public has been encouraged to verify voter registration particulars and polling station information only through the official Electoral Commission website at www.ec.or.ug/register.

The EC said the warning was issued in the public interest to protect citizens and prevent confusion, misuse of personal data, or other potential harm. It also revealed that it has formally written to the Uganda Communications Commission (UCC) seeking guidance on the appropriate action to be taken regarding the matter.
