Two Electoral Commission Staffs, Student Arrested With Over 862 Voter Location Slips And 83 Forms

Mityana police detectives are holding two Electoral Commission officers and a student from Mityana Institute of Nursing and Midwifery over allegations of illegally possessing 862 voter location slips and 83 forms intended for the issuance of these slips. The arrested Electoral Commission officers have been identified as Kazibwe Sunday Godfrey, a supervisor in Bulera Subcounty, and Kasaana Fred, a supervisor for Misebe Parish in the same subcounty. The student, Matovu Micheal, was found in possession of the materials and is also under investigation.

The arrests were made on January 4, 2026, following a tip-off from a confidential source regarding the unlawful handling of voter materials in Kibati, a locality within Mityana Municipality. Acting on this information, District Police Commander (DPC) SP Rutambika Tyson directed an immediate operation, in coordination with the Electoral Commission’s District Returning Officer. Detective Assistant Inspector of Police Juma Godfrey led a team to Kibati, where they apprehended Matovu and recovered the voter materials.

During interrogation, Matovu revealed that he had been tasked by his brother, Kazibwe Sunday Godfrey, to handle the materials, a claim that led to further investigations. He also implicated Kasaana Fred, who was allegedly aware of the illegal arrangement. As a result, both Kazibwe and Kasaana were arrested for neglecting their duties and failing to secure the electoral materials entrusted to them. Matovu faces charges of unlawful possession of government stores.

The authorities have emphasized the importance of protecting the integrity of the electoral process and have warned the public against interfering with or obstructing the work of Electoral Commission personnel. The police and the Electoral Commission are working together to ensure that all electoral staff perform their duties with the highest level of transparency and responsibility.
