Open Letter to President Alleges Misconduct, Infighting Among Senior KCCA Directors

Kampala | Uganda — An open letter addressed to the President has raised serious concerns about alleged misconduct and internal conflict involving two senior directors at the Kampala Capital City Authority (KCCA).

The letter, written by a self-described “concerned city citizen” from Kawempe Division, alleges that a public altercation occurred between the Director of Human Resources and Administration, Grace Akullo, and the Director of Gender, Social and Community Services, Sheila Birungi, at KCCA offices last week.

According to the letter, the two officials reportedly exchanged sharp accusations in the presence of staff and members of the public, an incident the author describes as unprofessional and damaging to the institution’s image.

The citizen claims that the confrontation exposed deeper governance concerns within the Authority, including allegations of absenteeism, misuse of public resources, irregular recruitment practices, favoritism, and retaliation against staff members.

The letter further calls for the Inspectorate of Government (IGG) to investigate the allegations and urges that any renewal of the directors’ contracts be subjected to strict scrutiny based on integrity, accountability, and professionalism.

“At a time when the contracts of several directors are due for renewal, it is important that leadership at KCCA reflects the values of discipline, fairness, and respect for citizens,” the letter states.

KCCA has not yet issued an official response regarding the claims raised in the letter. Efforts to obtain comment from the Authority were ongoing at the time of publication.

Governance experts note that public confidence in institutions such as KCCA depends heavily on transparency, internal accountability, and ethical leadership. Any formal investigation by the Inspectorate of Government could determine the validity of the claims and whether disciplinary or administrative action is warranted.

KCCA plays a critical role in managing and delivering services in Kampala, including urban planning, market administration, infrastructure development, and social services.

The development comes amid heightened public interest in the performance and renewal of contracts for senior officials within the Authority.
