Police Bosses Arrested After Being Implicated In Series Of Mortorcycle Thefts
Police is holding two of its own officers over allegations of being behind a series of motorcycle thefts and other robberies in the Albertine South Region. The arrested officers have been identified as Assistant Inspector of Police (AIP) Semaganda Denis, the officer in charge of CCTV at Hoima Central Police Station, and Police Constable (PC) Kamugisha Elias, also attached to the same station.
Their arrest follows investigations that began on 20th February 2026 when the Flying Squad apprehended two suspects, Mbabazi Wicliff and Tukamushaba Sam. During interrogation, the suspects reportedly confessed to stealing motorcycles and selling them to a local mechanic and dealer identified as Kasiimu.
Further inquiries revealed that Kasiimu had allegedly been purchasing additional motorcycles from the two police officers. It is claimed that AIP Semaganda and PC Kamugisha sold him several motorcycles, including registration number UEY 749W for UGX 1.8 million, UFL 568Q for UGX 1.5 million, and a TVS motorcycle for UGX 200,000.
On 22nd February 2026, the two officers were arrested and charged with irregular conduct and corruption-related offenses. Although they have denied the allegations, their statements have been recorded. They are currently being held at Kikuube Police Station as investigations continue.
The case has sent shockwaves through the community, underscoring concerns about theft and corruption within law enforcement, even as the Uganda Police reiterates its commitment to accountability regardless of rank.
