Mbale City, Uganda — A heated exchange has emerged between Bungokho South MP Muhamud Masaba Mutenyo and Manjiya County MP John Baptist Nambeshe over alleged remarks concerning the Bugisu Cultural Institution.

While appearing on a weekend talk show on Open Gate Radio (OPG) in Mbale City, Hon. Masaba openly criticized Hon. Nambeshe, accusing him of spreading misinformation and showing what he described as malice toward the cultural leadership of the Bamasaaba.

During the live discussion, Hon. Masaba challenged his colleague to seek proper guidance on matters concerning the Umukuka and the institution before making public statements.

“You do not fully understand issues concerning the Umukuka. Instead of coming with unverified information, why not consult the institution’s representatives?” Hon. Masaba said during the broadcast.

The altercation has since drawn reaction from the Bugisu Cultural Institution. Steven Masiga, spokesperson of the institution, confirmed the disagreement in a telephone interview.

Masiga described it as unfortunate that the institution is repeatedly drawn into political disputes.

“It is regrettable that the cultural institution is often made a punching bag in political disagreements. We are a cultural body guided by the law and the traditions of our people. We shall not be dragged into partisan battles,” Masiga stated.

He further emphasized that Members of Parliament have a responsibility to guide the Bamasaaba on the correct legal position regarding cultural institutions, rather than spreading what he termed as falsehoods in public forums.

Masiga also confirmed that His Highness Jude Mike Mudoma recently appointed Hon. Muhamud Masaba Mutenyo as coordinator of all Bugisu Members of Parliament.

He stressed that cultural leadership in Uganda is legally recognized under laws enacted by Parliament and operates in accordance with established cultural norms and constitutional provisions.

“A cultural leader derives legitimacy from the laws made by Parliament and the customs of our community. Culture is part of Uganda’s legal framework,” Masiga said.

The exchange highlights growing tensions between political leaders in the Bugisu sub-region over cultural and governance matters, as stakeholders call for dialogue and respect for established institutions.
