Judicial Service Commission opens search for next deputy chief justice

The Judicial Service Commission has launched a formal search for Uganda’s next deputy chief justice, following the recent promotion of Dr. Flavian Zeija to lead the judiciary.

The vacancy was created when President Yoweri Museveni appointed Zeija as chief justice on Jan. 24. He replaced Alfonse Owiny-Dollo, who retired Jan. 18 after reaching the mandatory retirement age of 70. Zeija had moved into the deputy chief justice role only in February 2025 following the retirement of Richard Buteera.

As the second-highest official in the judicial branch, the deputy chief justice oversees the Court of Appeal and assists the chief justice in managing the country’s legal system. The president appoints the successful candidate subject to parliamentary approval.

Commission Permanent Secretary Rose Nassali has called for applications to be submitted by March 23. The recruitment drive also includes the search for a permanent chief registrar, a position currently filled in an acting capacity by Pamela Lamunu Ocaya.

Legal experts have identified several high-ranking jurists as likely contenders for the position. Among the prominent figures from the Supreme Court are Mike Chibita, a former director of public prosecutions; Catherine Bamugemereire, known for heading major corruption inquiries; Christopher Izama Madrama, who chairs the Law Development Centre management committee; and Monica Mugenyi, a former principal judge of the East African Court of Justice.

Potential candidates from the Court of Appeal include Geoffrey Kiryabwire, an expert in commercial law; Cheborion Barishaki, a former director of civil litigation; and Musa Ssekaana, the former head of the High Court Civil Division.

Requirements for the office include a bachelor of laws and a postgraduate diploma in legal practice. Candidates must have served as a justice in a superior court or have at least 15 years of experience as an advocate.

Qualified applicants for the deputy chief justice post must submit their documentation through a designated electronic portal managed by the commission.
