Kiryandongo Deputy CAO hands over office after transfer to Kisoro

Kiryandongo, Uganda: The outgoing Deputy Chief Administrative Officer (CAO) of Kiryandongo District, Deo Kabugo, has officially handed over office following his transfer to Kisoro District Local Government.

Kabugo handed over the office to Principal Assistant CAO Denis Dacan during a brief ceremony attended by district officials and staff at the Kiryandongo District headquarters.

Kabugo served as Deputy CAO of Kiryandongo from December 2024 to February 2026, a period during which he said teamwork and cooperation among district staff enabled him to effectively execute his responsibilities.

“I would like to sincerely thank the entire staff of Kiryandongo District for the cooperation and support you extended to me during my tenure,” Kabugo said during the handover.

“The teamwork and dedication I witnessed here made it possible for us to serve the people of this district effectively.”

He encouraged district staff to continue working together with the leadership to strengthen service delivery and effectively implement government programmes aimed at improving the welfare of communities.

Dacan assumes office

Following the handover, Denis Dacan formally assumed responsibility for the office of Deputy CAO. He commended Kabugo for his service to the district and described him as a professional administrator whose leadership promoted teamwork and efficiency in the district’s technical team.

“Mr Kabugo has been a soft-spoken, sober and result-oriented administrator,” Dacan said. “We appreciate the service he has rendered to Kiryandongo District and wish him success in his new assignment in Kisoro.”

He assured district staff that the administration would continue building on the progress made and maintain effective coordination in the implementation of government programmes.

Kabugo now moves to Kisoro District Local Government as part of the ongoing administrative transfers within the public service aimed at strengthening management capacity and service delivery across local governments.

District officials said such transfers are routine within the public service to ensure experience and leadership skills are shared across different districts.
