Norbert Mao: Parliament Should Serve MPs and the People, Not the Speaker’s Office

Norbert Mao, Uganda’s Minister of Justice and Constitutional Affairs and MP-elect for Laro‑Pece Constituency, Gulu District has outlined his reasons for contesting the position of Speaker of Parliament.
In a recent statement, Mao emphasized the need for integrity, principled leadership, and the independence of Parliament.
Speaking to reporters, Mao stressed that the power of Parliament should rest with its Members and the citizens they represent,rather than being concentrated in the Speaker’s office.
“The Speaker’s role is to facilitate democracy, not dominate it,” he said, highlighting his vision for a legislature that is accountable, transparent, and independent.
Mao also underscored his commitment to integrity and accountability, pointing to his track record of handing over government property and offices properly when leaving previous positions. “I do not cling to power,” he stated.
Addressing concerns over the cooperation agreement between the Democratic Party (DP) and the ruling National Resistance Movement (NRM), Mao defended the pact as a partnership that requires all parties to act in good faith.
He expressed disappointment that some NRM members are allegedly denying the existence of the agreement due to the high stakes of the Speaker position.
On previous comments about the current Speaker being “accidental,” Mao clarified that he was referring to the unplanned circumstances that led to the individual taking office, not a lack of competence.
Mao concluded by emphasizing that his campaign for Speaker is grounded in the principles of unity, transparency, and the strengthening of parliamentary independence. “This is about building a Parliament that serves the people first,” he said.
