Gov’t Starts Recovering PDM Funds As Maracha, Kampala, Masaka City & Mubende Municipality Perform Better

Government has revealed that the first batch of people that received money through the Parish Development Model (PDM) have started repaying back the loans.

So far, UGX1.4Bn has been paid through the Wendi App, with Maracha district, Kampala Capital City Authority (KCCA), Masaka City, Mubende Municipality cited among the best performing areas in repayment.

The revelation was made by Kezekia Golooba Lwanga, PDM Pillar Manager at the Ministry of Finance, while appearing before Parliament’s Finance Committee, during the scrutiny of the 2026/27 ministerial policy statement for the Ministry of Finance on 24th March 2026.

However, in his December 2025 report, the Auditor General noted that of the beneficiaries who received the Parish Revolving Fund by December 2022, a total of 18,105 beneficiaries in 709 saccos in 30 local governments had commenced voluntary repayment and a sum of UGX9.340Bn had been recovered. However, the Auditor General’s report says, there was no evidence of preparedness for recovery in all Local governments.

Golooba informed the Committee that there is more money that has been repaid through various bank accounts, although the cumulative figure is yet to be established.

This followed an earlier revelation made by the Minister of State for Finance, Henry Musasizi who listed the high disbursement rate towards PDM as one of the achievements registered at the Ministry where he indicated that as at December 2025, all PDM SACCOs were capitalised with additional UGX529Bn, with each of the 10,589 verified SACCOs receiving UGX50Million as the first tranche of capital.

As of November 2025, Government had so far transferred UGX 3.261 trillion directly to 10,589 parishes for Parish Development Program (PDM).

However, the amount of money so far recovered attracted more questions from MPs who wondered how much money was meant to be collected on top of the UGX1.4Bn.

Moses Aleper (Chekwii County) described the dismal collection as pedestrian.

Ignatius Mudimi (Elgon County) sought clarification on why the allocation to the PDM, in the coming budget was set to increase yet at the inception of the Programme, Government had indicated that it would be a revolving fund where people outside the money economy would borrow money, invest, pay back and the returned amounts would be lent to other beneficiaries.

Kira Municipality’s Ssemujju Nganda wondered why Government was highlighting disbursement of PDM funds as part of the achievements of the Ministry of Finance, yet no information has been provided on how people have benefitted from the PDM funds.

However, Minister Musasizi defended the inclusion of distribution of PDM funds among the achievements attained by the Ministry of Finance, and asked those who want to witness the impact of PDM to watch the videos of President Museveni’s visits to PDM beneficiaries who are reportedly doing ‘wonderfully’ in farming.
