Ugandan prison warder accused of killing four people at Kiboga Central Prison has been arrested in neighbouring DR Congo after weeks on the run, authorities told Monitor. The suspect, identified as Moses Anguyo (No. 13544), was apprehended in Aru in a joint operation involving police and prison officers from Arua District. Security sources say leads from three of the suspect’s relatives helped in the cross‑border capture, and efforts are underway to transfer him back to Uganda to face charges.

The arrest follows a manhunt launched after the February 23 shooting at Kiboga Central Prison, where Anguyo allegedly opened fire during a routine inspection. Those killed included Assistant Superintendent of Prisons Hope Catherine, Deputy Officer in Charge; Principal Officer I Bright Akishuri, third‑in‑command; Sarah Ayebare, the spouse of the Officer in Charge; and her toddler, Salson Nuwagaba, who was reportedly struck by a stray bullet. Authorities had earlier announced a Shs10 million bounty for information leading to the suspect’s arrest.

Preliminary reports indicate the shooting may have followed a dispute after the warder was cautioned for using WhatsApp while on duty, in breach of prison regulations, and investigators have also cited possible frustration linked to career progression as part of the motive.
