250 lives lost, Shs2 billion stolen since start of 2026 — Says Military Intelligence Chief Gen. Richard Otto

The Uganda People’s Defence Forces has reported that more than 250 people have been killed in violent crimes across Uganda since January 2026, with criminals also stealing an estimated Shs2 billion during the same period.

The update was presented to Parliament’s Defence and Internal Affairs Committee by Richard Otto, the Chief of Defence Intelligence and Security, during discussions on the Ministry of Defence and Veteran Affairs’ 2026/27 policy plans.

Otto explained that at least 700 violent incidents have been recorded so far this year. These include murder, robbery, theft, mob justice, and land-related conflicts. He noted that most of these crimes are happening in urban and semi-urban areas, where challenges such as drug and alcohol abuse, unemployment, and broader economic pressures are contributing to insecurity.

Despite the figures, Otto assured lawmakers that the country remains stable and secure. He said preparations for the swearing-in of newly elected leaders following the 2026 general elections are underway, reflecting continued national stability.

However, he warned that Uganda still faces several security threats, including terrorism, cybercrime, transnational crime, livestock theft, and environmental risks. He emphasized the need for continued investment in modern security equipment, technology, and personnel to strengthen the country’s ability to respond to these challenges.

Otto added that the UPDF remains alert and ready to respond to any threats, maintaining a strong and proactive approach to safeguarding national security.
