Museveni Directs Mobile Court Initiative for Kampala Daycare Attack Case
The Principal Judge, Lady Justice Jane Frances Abodo, has stated that President Museveni has instructed the Judiciary to deploy the mobile court system in response to the deadly attack at a daycare centre in Kampala that left four young children dead.
The mobile court initiative, recently announced, is designed to bring judicial services directly to communities, particularly for citizens who face challenges accessing conventional court facilities. Through this system, judges and magistrates can conduct hearings outside traditional courtrooms, including public buildings, vehicles, and temporary venues, allowing cases of urgent public interest to be addressed promptly.
Speaking at the funeral service of the late Supreme Court Justice Augustine Sebutulo Nshimye at All Saints’ Cathedral, Nakasero, on Monday, Justice Abodo stated that the case concerning the deadly attack at Ggaba Early Childhood Day Care Centre in Makindye Division, Kampala, will be prioritized this week.
“President Museveni asked us to test the mobile court during this incident. Take the court to the crime scene and deal with the case there first. Although we normally follow first in, first out, there are exceptions for matters of public interest, and this is one of them,” Justice Abodo said.
The suspect, Christopher Okello, reportedly posed as a parent seeking to enroll a child at the daycare. After leaving the office, he entered a classroom with 14 pupils and carried out the attack on Thursday, tragically killing four children.
The victims have been identified as Ryan Odeke, aged one and a half, Gideon Eteko, aged two and a half, Keisha Elungat, aged two, and Ignatius Sseruyange, aged two.
Following a visit to the school on Friday, State Minister for Education John Chrysostom Muyingo ordered the immediate closure of all schools operating under the Maranatha education programme, which includes three schools managed by Gaba Community Church—namely, Gaba Early Development Program, Gaba Primary School, and Gaba Secondary School—adding that, “a comprehensive report on what transpired must be submitted without delay.”
During a memorial service at Ggaba Community Church on Monday, Minister of State for Youth and Children Affairs Balaam Barugahara Ateenyi clarified that only the daycare center would remain closed as a crime scene, while the other institutions have reopened.
He stressed that the government must avoid oppressing citizens and expressed regret over the temporary closures.
Minister Balaam also conveyed condolences from President Museveni and offered financial support of Shs 10 million from the Head of State’s office for each of the bereaved families.
