OPM Clarifies on Proper Cattle Restocking Procedures in Acholi, Lango, Teso

The Office of the Prime Minister, (OPM) has issued a statement clarifying on the correct beneficiary form procedures for the cattle restocking programme in Acholi, Lango and Teso sub-regions.

The statement dated 8th April, 2026 is in direct response to incidents reported in Gulu City where some Local Government officials are asking beneficiaries to sign declaration Forms acknowledging receipt of the Shs5M intended for each household before receiving the funds.

“This practice is a direct violation of the approved Programme Implementation Guidelines and is firmly condemned,” says the statement.

OPM argues that the practice of pre-signing receipt declarations creates a risk of false financial accountability, exposes vulnerable beneficiaries to defraud, and is an abuse of trust in those mandated to implement the restocking programme.

Correct implementation process;

Beneficiaries will be identified and verified by District Technical teams after receiving lists from Parish levels and then the CAO sends the consolidated list to the Ministry of ICT and Local Government.

Ministry of Local Government sends verified Lists to the OPM which then disburses the Shs5M in full to the beneficiaries’ Bank Accounts or registered Mobile Money numbers.

Beneficiaries can only sign the Beneficiary Form after receipt of Shs5M in full meant to purchase three heifers and two bulls as per the Cabinet Minute 406 (CT 2025) and Cabinet Minute 21 (CT 2026) which approved the Shs5M per household.

Government has already Shs80B for this programme in the Financial Year 2025/26.
