BISHOP ANTHONY ZZIWA

He is the chairman of the all-powerful Uganda Episcopal Conference (UEC) headquartered at Nsambya and the Bishop of Kiyinda-Mityana Catholic Diocese. The man of God is said to be among those to whom several cabinet hopefuls are running for his blessing and recommendation.

AMAMA MBABAZI

Do you remember when President Museveni refused to approve the 2024/2025 national budget sent to him by parliament? Good memory! His actions arose from information extracted from two MPs who had been arrested for demanding bribes from the Uganda Human Rights Commission Chairperson, Adv. Mariam Wangadya, before approving her budget! We are told Museveni was shocked when the arrested MPs confided in him that a secret 5% kickback budget had actually been smuggled into all MDAs’ budgets. Feeling irritated, upon getting this information, he decided to throw the dreadful budget back to parliament for reconsideration with heavy surgeries! Now, a similar alert as done by Wangadya is said to have reached the President a few days ago, courtesy of Amama!

The information is to the effect that some technocrats within the Ministry for Education and Sports were allegedly involved in budgeting for a mysterious higher institution of learning situated in Moroto.

Apparently, those involved included in the budget a staggering UGX 38 billion purportedly to fund this covert institution, even as the cabinet or parliament, allegedly, have no record of the same. The institution, which is currently a Constituent College of Gulu University, is said to be clandestinely being fast-tracked to become a full-fledged Public University in Karamoja come August this year.

“There is a scheme of some technical people, and they have created an imaginary thing called Moroto University. What was supposed to be a constituent college of Gulu University, they want it to become a Public University stealthily,” a top source informed Amama, suggesting that neither parliament nor cabinet is aware of this, but money has even been created in the budget to fund it. According to Intel, construction of this alleged University is now at 42%, and this information has already reached the President as Amama intensifies his role of cleaning Ministries, Departments, and Agencies (MDAs) ahead of the new government alignment.

DR KAZIIMBA MUGALU

The Anglican Archbishop needs no introduction. He is said to be a confidant of the President right from the time he was enthroned. Apparently, at the height of the 2021 general elections, Museveni summoned Kaziimba and asked him to rally all his clergymen from Bishops to Lay Leaders, informing them of an impending threat of power sliding away from the Anglicans unless concerted efforts were made to retain it.

Kaziimba, we are told, did a great job as he secretly rallied all the Reverends to pass this message to their flock to keep Museveni in the chair. Since then, Kaziimba has been working closely with the President, mainly through Ruth Nankabirwa and the late Mary Karooro Okurut, to keep Museveni’s candle burning among the Anglican flocks. He is said to be among those doing secret vetting for cabinet nominees.

GEN. MUHOOZI KAINERUGABA

Popularly known as MK, the first son, also Chief of Defense Forces, is actually the main man in this. He is said to be helping his dad find corruption-free personalities who will help take up positions in the coming government. Whereas most people are focusing on the cabinet, Muhoozi’s attention is said to be among the middle-ranked officers in government, particularly Commissioners. To the President, much of the corruption is committed at this level and that of Principal Officers. Such ranks in ministries have therefore been designated as ‘red flag’ offices because several of the government’s multi-billion-dollar projects are under these people’s supervision. That’s why Muhoozi is said to be focusing on this level of government to weed out non-performers and the thugs as the President crafts his new government.

GEN. SALIM SALEH

To hide their intentions away from other schemers, those aspiring for the cabinet have even coined a new nickname for him. They refer to him as ‘Gen. SS’! His real name is Caleb Akandwanaho, and he is the Coordinator of Operation Wealth Creation/SPA on Defense and Security.

Gen. Saleh has been in cabinet vetting for decades. However, his role has now expanded to identifying allies in the opposition to work with the President. Because of his work, several opposition members are coming to the cabinet, and others are going to be appointed as RDCs and Ambassadors.

NATASHA MUSEVENI

Natasha has shown her mobilization skills by reaching out to all social media personalities to meet her dad. It should be recalled that most of these social media commentators were bashing the President, but she reached out to them and finally delivered them to the President for ‘peace-talks’ under an arrangement dubbed ‘JAZZ WITH JJAJJA.’

Her engagements with these groups brought smiles on the face of the President as they reduced negative talk against the government and the country at large, especially after the Presidential elections. Such is the kind of soft power Natasha possesses! We are now told that the first daughter is one of those many people who are yearning to channel their CVs for onward submission to the President.

FARUK KIRUNDA

He is a versatile media personality working as the Deputy Presidential Press Secretary as well as Special Presidential Assistant on Mobilization/Media. Hajji Kirunda is a self-made, loyal, and hardworking aide to the President, hailing from the Busoga sub-region. Like the President himself, Kirunda has mastered the power of persuasion/engagement, the reason he enjoys an unprecedented following among the media in Uganda, politicians, and ghetto groups.

He is one of those the President is relying on to look out for credible individuals to serve in his government, emphasizing mobilization as a key word.

KATIKKIRO MAYIGA

His involvement means he has permission from the all-powerful Kabaka Ronald Muwenda Mutebi II. The Katikkiro Charles Peter Mayiga is said to be one of those holding a secret sieve for those to work in the coming government. Mayiga is a respected Muganda, corrupt-free and above all, loyal to the Nnamulondo. His loyalty to the Kingdom is said to have made him an influential figure in Buganda whose word to the President carries a lot of pure water in it!

NORBERT MAO

Sources revealed that Mao’s involvement in government work started long ago, and he has excelled in helping Museveni carry out sensitive assignments for him. One such assignment was the restoration of Uganda-Rwanda relations, where Mao was part of the high-level team, including the First Son Muhoozi, that talked with President Paul Kagame.

Throughout the campaigns, Mao has been talking about kitchen government, but some individuals trashed his words, possibly because of their naivety. This half-Munyankore and half-Acholi man from Pece in Gulu is actually seriously involved in government formation. No wonder he is now eyeing the speakership! Mao we are told, is the man secretly ferrying opposition figures to the President (read Saleh) for possible appointment to government.

MUFTI SHABAN MUBAJJE

The leader of the Old Kampala Muslim sect is said to be one of those in touch with the President, especially on the appointment of Muslims to government. Sources said he used to work with the late Haji Kirunda Kivejinja in vetting these Muslim names for possible appointment. Before his demise, Kirunda recommended Rukia Nakadama (Mayuge Woman MP) as his replacement to both the President and Mufti Mubajje. The President has maintained this position and also went ahead to appoint Nakadama in the same cabinet position Kirunda held in government as 3rd Deputy Prime Minister.

The head of the Kibuli Muslim sect is said to be one of those the President listens to when he makes a request. One such request is the appointment of key people in the government. He is influential, especially among wealthy Muslims, and also a key figure in attracting Arab investors into the country. Watch out for the list of those being vetted!
