Joel Ssenyonyi challenges Hon. Baryomunsi on equal application of social media rules for all

The Leader of Opposition in Parliament, Hon. Joel Ssenyonyi, has challenged ICT and National Guidance Minister Chris Baryomunsi to ensure that calls for responsible conduct on social media apply equally to government officials, including senior military leaders.

Hon. Ssenyonyi’s remarks follow recent statements by Hon. Baryomunsi urging Ugandans to exercise restraint online, warning that continued abusive conduct could prompt government regulators to impose stricter controls on social media platforms.

While addressing the matter, Ssenyonyi said promoting discipline online should begin with those in leadership positions.

It is not enough for a government official to tell the public to be law-abiding. I know Hon. Baryomunsi warned that government might shrink the social media space because of people insulting each other.

I do not encourage insults, but as Minister for National Guidance, he should also guide leaders in high offices.

The Opposition leader specifically referenced the Chief of Defence Forces, Gen. Muhoozi Kainerugaba, accusing him of using social media platforms to insult critics and political opponents.

“I normally see the head of the military insulting people on social media. I do not think anyone is above the law,” Ssenyonyi added.

He further claimed that Baryomunsi had previously cautioned the military chief over his online remarks but did not maintain a firm stance after reportedly facing backlash.

At one time, Hon. Baryomunsi guided the CDF and said the comments were not right, but the following day he was called names and he kept quiet.

What is good for the goose should be good for the gander. When government calls upon citizens to behave responsibly online, the same standard must apply to leaders in powerful offices.

Ssenyonyi emphasized that equal application of the law would promote fairness and reinforce public trust, arguing that all citizens, regardless of position, should be held to the same standards of conduct.
