Judiciary Unveils New Digital Monitoring System to Boost Transparency and Performance

The Judiciary has taken a significant step toward modernizing its operations with the advancement of a new Monitoring and Evaluation (M&E) System designed to enhance transparency, performance tracking, and evidence-based decision-making across the institution.

In a high-level preparatory meeting convened by the Policy and Planning Department in collaboration with the Information and Communication Technology (ICT) Department, officials met with the system consultant to assess the platform’s readiness ahead of its formal presentation to Senior Management and subsequent rollout to users.

The proposed Judiciary M&E System is expected to transform how institutional performance is tracked by providing real-time data on the implementation of work plans, projects, key management decisions, and Strategic Plan Key Result Areas.

It will also play a role in monitoring the Judiciary’s contribution to the implementation of the ruling party manifesto, signaling a closer alignment between institutional operations and broader national priorities.

Commissioner for Policy and Planning, Simon Peter Opolot, emphasized the system’s strategic value, noting that it will strengthen the institution’s ability to make informed decisions backed by timely and accurate data.

He further highlighted a built-in feedback mechanism that will allow courts to directly raise emerging operational issues with Registries and Departments, enabling quicker interventions and more responsive administration.

“The system is not just about tracking performance—it is about strengthening accountability and ensuring that challenges identified at the operational level are addressed promptly through a structured and responsive framework,” he said.

The initiative also reflects a broader institutional shift toward digital transformation. The automation of Monitoring and Evaluation processes aligns with the directive of the Chief Justice to transition to a fully paperless Judiciary, while also supporting the Government’s wider agenda of enhancing M&E capacity across public institutions.

As part of the next steps, the meeting resolved that the system will be presented to Senior Management for further review before submission to the Chief Justice for approval.

A formal launch is expected to follow through the Planning, Development and Finance Committee.

To support effective implementation, stakeholders also agreed on the need to establish a dedicated training environment and develop a comprehensive training plan. This will ensure that Judiciary staff across all levels are adequately prepared to use the system, reinforcing capacity building and smooth adoption.

The development marks a pivotal moment in the Judiciary’s ongoing efforts to modernize its operations, improve service delivery, and strengthen institutional efficiency through technology-driven solutions.
