LIST: Names of MPs Who Signed Protection of Sovereignty Bill after Heated Munyonyo Retreat
In mid-April this year, MPs heard the Protection of Sovereignty Bill 2026 read for the first time under Rule 135 (1) of the Rules of Procedure of Parliament.
The drafters of the Protection of Sovereignty Bill 2026 intended to enact a law that seeks to provide for the protection of the sovereignty of the people of Uganda, to designate the department responsible for peace and security as the responsible entity for the registration and regulation of agents for foreigners, and to provide for the protection of the sovereignty of Uganda.
The government also intended to provide for the registration of agents of foreigners, and to regulate the funding and any other assistance to agents of foreigners.
The Bill was, consequently sent to the joint Committee comprising the Committee on Defence and Internal Affairs and the Committee on and that of Legal and Parliamentary Affairs for scrutiny and reporting per Rule 135 of the Rules of Procedure of Parliament.
The joint committee has released its report after considering concerns as contained in submissions from stakeholders such as Bank of Uganda, Buganda Kingdom and civil society organizations. Most of the institutions and people consulted by the joint committee opposed the Bill.
The joint committee says it has refined the Bill for further processing.
“In response to these concerns, the Attorney General proposed areas for review, which were supported by the Bank of Uganda. The Committee has carefully considered these proposals and incorporated more amendments where applicable,” the committee said its report.
“The Committee’s scrutiny, combined with the AG’s recommendations and further amendments, has addressed stakeholder concerns and refined the Bill in a clear, transparent law that upholds Uganda’s sovereignty.”
The joint committee had 56 MPs. Leading the 56 MPs were Bukooli County North MP (of the ruling National Resistance Movement (NRM) Stephen Baka Mugabi, the chairperson of the Committee on Legal and Parliamentary Affairs, and his deputy John Teira the Bugabula North County MP (NRM), as well as Nyabushozi County MP Wilson Kajwengye (NRM), the chairperson of the defence and internal affairs committee, and his deputy Linos Ngompek, the Kibanda North MP (NRM).
Of the 56 MPs on the joint Committee of Defence and Internal Affairs and Legal and Parliamentary Affairs, 20 MPs declined to append their signatures on the Bill even after some changes were made.
The lists below show the names of the MPs from the joint Committee comprising the Committee on Defence and Internal Affairs and the Committee on and that of Legal and Parliamentary Affairs who signed the Protection of Sovereignty Bill 2026.

Meanwhile, each MP has reportedly been given Shs100m as a bribe to pass the controversial Protection of Sovereignty Bill 2026.
