Historically, periods preceding cabinet announcements have triggered intense lobbying, strategic alliances, silent wars, and calculated media campaigns among political actors seeking either survival or elevation within government. In Uganda’s security circles, especially among veterans of the NRA bush war, such moments often reopen long-standing rivalries.
One of the most enduring rivalries in western Uganda politics remains that between Gen Jim Muhwezi and Gen Henry Tumukunde — two powerful figures from Rukungiri District whose competition has stretched across military intelligence, political mobilization, and cabinet influence for decades.
The rivalry is once again becoming visible as speculation intensifies over who could retain or lose influence in Museveni’s next government.

Sources within political and security circles in Kigezi describe the Ministry of Security as one of the major centers of competition between the two generals.
Gen Henry Tumukunde previously served as Minister of Security before later falling out with sections of the establishment, while Gen Jim Muhwezi currently occupies the same docket. Observers say this overlap has for years fueled suspicion, factionalism, and competing patronage networks in western Uganda.

• promises of cows, goats, onion seedlings, blankets and bedsheets from Rugabwa which never materialised.

The notes also repeatedly mention claims that Rugambwa believed Gen Jim Muhwezi’s camp had exposed the matter to State House and senior security officials, who pinned her before the president during a meeting in state house, which was chaired by president himself.
However, these claims remain unverified and no official court findings publicly confirming criminal wrongdoing by Rugambwa were immediately available by press time.
Political insiders nevertheless claim the tensions pushed Rugambwa closer to networks believed to be sympathetic to Gen Tumukunde, particularly during the politically sensitive 2026 transition period.
