Govt Assures Luweero District Headquarters Completion by January 2027 Despite Rising Construction Costs

Government has reaffirmed its commitment to completing the Luweero District headquarters by January 2027, despite increasing construction costs driven by rising fuel prices and expensive building materials, particularly cement.

The Luweero District Engineer in charge of buildings, Francis Kasasa, has raised concern over the escalating cost of construction materials as works on the district headquarters continue.

Kasasa said the rising prices, especially for cement, have affected the district’s original budget projections and increased pressure on the implementation process.

“Our initial BOQs had budgeted for Shs30,000 for a bag of cement, but now it costs Shs34,000. The increase is a challenge, and I think this is because of the rising fuel prices since transportation of materials is now expensive,” Kasasa explained.

Government recently released Shs6.7 billion to facilitate completion of the long-awaited district headquarters project. The construction contract was awarded to the government-owned National Enterprise Corporation (NEC), which commenced works in January 2026.

Despite the cost pressures caused by fuel price increases and taxes, Kasasa said the district remains confident that the project will be completed within schedule.

“However, when we were making BOQs, those were some of the projections we made, and funding is smooth, so we expect NEC to complete this building by January 2027. We thank the former Minister for Luweero Triangle for her efforts, especially in lobbying funds from government,” he added.

Kasasa made the remarks during a site inspection tour alongside former Minister for the Luweero Triangle, Alice Kaboyo, who praised the pace and quality of the ongoing construction works.

Kaboyo revealed that district leaders had initially considered fundraising locally to finance the project before government intervened.

“District leaders had decided to fundraise funds for the construction, but this is the Mecca of NRM. We couldn’t allow that. We had to intervene and ensure that the district headquarters are constructed and completed at once. I am happy that the work is going on well,” Kaboyo said.

She also urged NEC contractors to maintain momentum and ensure the facility is ready for commissioning next year.

“We want this building completed and ready for commissioning by January. The people of Luweero deserve a proper district headquarters,” she emphasized.

The district headquarters project is expected to improve service delivery and centralize district administration once completed, ending years of operational challenges caused by inadequate office space.
