Museveni Petitioned over Irregularities at Wakiso Lands Office

concerned Ugandan citizen has petitioned President Yoweri Kaguta Museveni, accusing a senior land official of orchestrating a “brazen and well‑orchestrated” land‑grabbing scheme in Wakiso District. In a letter dated 22 May 2026, the citizen alleges that Esther Lunkuse Lutaaya, Registrar of Titles at the Wakiso–Kyadondo Ministry Zonal Office, fraudulently registered Letters of Administration for the estate of the late Sabakaaki Birizeri on Kyadondo Block 185 Plot 327 in Namugongo, land claimed to belong to the estate of the late Evarist Kaggwa Kimala Empaka.

The petition accuses Lutaaya of using a forged mutation form purportedly signed by Empaka, who reportedly died in May 2022, and of illegally removing a caveat and deleting High Court orders that had protected the land from subdivision and sale. The registrar is further alleged to have acted in collusion with known land dealers who had earlier trespassed on the land, destroyed crops and now face criminal charges at Kira Police Division. Describing the case as part of wider corruption in land registries, the petitioner urges the President to order Lutaaya’s suspension and arrest, a full investigation into her office, cancellation of all contested transactions on the land, restoration of court protections, and physical protection of the lawful occupants, arguing that decisive action is critical to restoring public trust in Uganda’s land administration system.

RE: URGENT CALL FOR PRESIDENTIAL INTERVENTION AGAINST A ROTTEN REGISTRAR OF TITLES – ESTHER LUNKUSE LUTAAYA – FOR HABITUAL LAND FRAUD, ILLEGAL REGISTRATION OF WRONG ESTATE LETTERS OF ADMINISTRATION, AND FRAUDULENT REMOVAL OF CAVEATS AND COURT ORDERS ON KYADONDO BLOCK 185 PLOT 327

Your Excellency,

I write to you as a concerned citizen of Uganda who has watched with growing alarm and deep sorrow as the very institution meant to safeguard land titles, the Ministry of Lands, Housing and Urban Development has become a den of fraud and corruption. Today, I bring to your urgent attention a brazen and well-orchestrated land-grabbing scam involving Ms. Esther Lunkuse Lutaaya, the Registrar of Titles at Wakiso-Kyadondo Ministry Zonal Office.

This habitual land fraudster has once again abused her public office with impunity. On the land comprised in Kyadondo Block 185 Plot 327 at Namugongo, Ms. Lunkuse Lutaaya fraudulently registered Letters of Administration belonging to the estate of the late Sabakaaki Birizeri onto a mailo title that rightfully belongs to the estate of the late Evarist Kaggwa Kimala Empaka.

To facilitate this criminal enterprise, she:

Used a forged mutation form purportedly signed by the late Evarist Kaggwa Kimala Empaka a man who has been dead since 26th May 2022;

Illegally removed a lawfully lodged Caveat by the bonafide purchaser.

Deliberately deleted registered High Court Orders (Interim Order, Status Quo Order and Temporary Injunction) that were protecting the suit land from subdivision, sale, eviction and damage.

All these illegal acts were done in active collusion with known land grabbers including Kayongo Juma, Ssekabembe Ibrahim, Nionzima Viane and others who are currently at large. These same individuals had earlier trespassed on the land, destroyed valuable crops (398 mature banana stools, 204 cassava stools, maize, sweet potatoes, eucalyptus and pine trees) and are facing pending criminal charges at Kira Police Division (CRB 198/2025).

Your Excellency, this is not an isolated incident. Esther Lunkuse Lutaaya has become a notorious symbol of the rot in our land registries, a serial offender who continues to facilitate the theft of citizens’ land with forged documents, erased court orders and fraudulent estate registrations. The public is losing faith in the entire land administration system because of people like her.

I therefore most respectfully and urgently pray that Your Excellency directs the following immediate actions:

The immediate suspension and arrest of Esther Lunkuse Lutaaya to face criminal charges of abuse of office, forgery, uttering false documents, fraud and contempt of court orders.

A full-scale investigation into her conduct at Wakiso-Kyadondo MZO and the prosecution of all her accomplices, including the named land grabbers.

The immediate cancellation of all fraudulent subdivisions, Letters of Administration and mutations effected on Kyadondo Block 185 Plot 327.

The reinstatement of the original title together with the rightful owner’s caveat and all High Court orders.

The physical protection of the lawful occupant from further harassment and land grabbing.

Your Excellency, you have always championed the fight against corruption and land grabbing. The eyes of thousands of Ugandans who have lost or are about to lose their land are now on you. Swift and decisive action against Esther Lunkuse Lutaaya and her cartel will send a strong message that no public officer is above the law.
