Museveni Orders Citizenship Verification of Four Newly Appointed Ministers
In a letter dated May 28, 2026, addressed to the Director of Citizenship and Immigration Control, Maj. Gen. Apollo Kasiita-Gowa, the President requested an urgent investigation into the citizenship status of Ambassador Adonia Ayebare, Calvin Echodu, Dr. Lawrence Muganga and Sanjay Tana.
Museveni said he had received information suggesting that some individuals recently appointed to ministerial positions could be holding citizenship of foreign countries, prompting the need for official verification.
“I have received information that some of the persons I recently appointed in ministerial positions may hold citizenship of countries other than Uganda,” the President wrote.
The Head of State directed immigration authorities to establish whether each of the named individuals holds citizenship of another country, identify the countries involved, and provide details on when and how such citizenship was acquired.
According to the letter, the findings are expected to address three key issues: whether the individuals possess foreign citizenship, the specific country or countries of citizenship, and the date and basis upon which any such citizenship was obtained.
The President instructed the immigration chief to treat the matter as urgent and submit a report by June 1, 2026.
The directive comes days after Museveni announced a new Cabinet line-up, with the named individuals among those appointed to key government positions.
The development is likely to attract public and political interest as questions emerge over compliance with constitutional and legal requirements governing eligibility for ministerial office in Uganda.
Neither the Directorate of Citizenship and Immigration Control nor the affected officials had publicly commented on the matter by press time.
