Alupo, Nabbanja Warn Cabinet Against Corruption, Delays as Gov’t Unveils 2026–2031 Prioritie
KYANKWANZI — Vice President Jessica Alupo and Prime Minister Robinah Nabbanja have challenged Cabinet Ministers to uphold accountability, discipline and efficiency, warning that there will be no room for corruption, complacency or delays in implementing government programmes.
Speaking during the ongoing Ministers’ Induction Retreat at the National Leadership Institute (NALI) in Kyankwanzi, the two leaders emphasized that the success of the government’s 2026–2031 agenda will depend on effective service delivery and strict adherence to Presidential directives.
Addressing Ministers and Permanent Secretaries, Alupo reaffirmed the government’s commitment to achieving Uganda’s transition to upper middle-income status through the implementation of the National Development Plan and other strategic interventions aimed at accelerating economic transformation.
“We are fully committed to delivering the National Development Plan and achieving Uganda’s transition to upper middle-income status,” the Vice President said.
She identified agro-industrialisation, tourism, science, technology and innovation, value addition, export promotion and import substitution as key pillars of the government’s development agenda. She also reiterated support for flagship wealth-creation programmes, including the Parish Development Model (PDM), Emyooga, the Women’s Fund and youth livelihood initiatives.
Alupo warned against inefficiency and delays in programme implementation, stressing that government institutions must deliver tangible results for citizens.
Prime Minister Nabbanja echoed the call for accountability, saying Ugandans expect visible improvements in education, healthcare, infrastructure, electricity access and job creation.
She said the induction retreat is intended to strengthen coordination between political and technical leaders while reinforcing Cabinet procedures and collective responsibility in government.
“There is no room for corruption, complacency or failure to implement Presidential directives,” Nabbanja said.
The Prime Minister further revealed that government is moving towards real-time monitoring of projects and programmes to enhance accountability, improve performance and ensure value for money.
Both leaders called on Cabinet members to work in unity and remain focused on delivering the commitments outlined in the NRM Manifesto and the government’s broader development agenda.
The nine-day retreat brings together Ministers, Permanent Secretaries and senior government officials to align priorities and strengthen implementation strategies for the 2026–2031 period
